Iverne Rowland Carter – Graduated 1921; Inducted 1967
After graduating from Mount Union College, Iverne Rowland married Robert Carter in Alliance, whose business took them to Bemidji, Minnesota. Mrs. Carter taught in Bemidji until 1942 when she went to work for the U. S. Bureau of Prisons. Initially she spent 12 years as an officer at the Federal Reformatory at Alderson, West Virginia. That was followed with a short period as the acting assistant warden at the Federal Reformatory on Terminal Island near Long Beach
In March of 1959, Mrs. Carter was transferred to the California Institution for Women - Chino, the largest women’s prison in the United States. She is currently superintendent of the prison, a position she has held since 1960.
Of special interest to Mrs. Carter has been the development of a program for the rehabilitation of narcotics users in California. Famed in the field of penology, Mrs. Carter is listed in Who’s Who in Western Women.

Biographical update: Iverne Carter retired from the Bureau of Prisons on July 1, 1971 and returned to Bemidji, Minnesota. where she was active in the United Methodist Church, the League of Women Voters and the Federated Women’s Club.
She passed away on June 9, 1998 at the age of 94. She was preceded in death by her husband. Survivors include two sons living in Minnesota, seven grandchildren, ten great-grandchildren and three great-great-grandchildren.
